Project

Funded by the European Union, this project aims at the development of decentralized solid waste management facilities in High Metn Area. The project consists of sorting, collection, and treatment of municipal solid waste generated by a population of 50,000, and aims at promoting recycling, re-use of recovered and treated material as well as the capacity building of local institutions in the project area.

The Environmental Assessment (EA) study of this project was conducted to ensure that the proposed project is implemented on a sound environmental basis. The study was conducted in accordance with the draft EA Law of the Lebanese Ministry of Environment, and in accordance with World Bank guidelines for EA studies, which classify this project as Class A.

Assignment

Kassia’s role focused on the EIA with the following tasks undertaken:

• Establishment of the environmental baseline conditions within the project area;
• Assessment of the short and long term impacts of the proposed project;
• Evaluation of alternatives for solid waste management in the High Metn area;
• A comparative analysis of the project alternatives and recommendation of the preferred option;
• A detailed plan for environmental management of the project, which would incorporate negative impact mitigation measures, appropriate monitoring and effective institutional strengthening measures;
• Enlist the effective public participation in the decision making process with regard to the planning and implementation of this project
