Current management of sludge generated by the Wastewater Treatment Plants of Riyadh City suffers from serious shortfalls in treatment and disposal, which include among others: inconsistent sludge quality, absence of a secure and reliable sludge disposal outlet, and unsafe disposal by land filling with environmental risks.

To address these challenges NWC has taken an ambitious initiative to develop and manage a Sludge Management Plan, which is aimed to achieve the following objectives:

• Full compliance with prevailing laws and environmental regulations
• The establishment of reliable and secure sludge disposal outlets using best practicable environmental option (BPEO) for the management of sludge, which balances the costs, benefits, and impacts to provide the most sustainable solution to sludge management

Assignment

The Consultant has developed the long-term strategy (25 years) for sludge management and disposal by undertaking the following tasks:

• Review of applicable legislation
• Identification of alternative sites for sludge disposal in consultation with the appropriate authorities,
• Technical evaluation of options for beneficial use and disposal of sludge
• Financial analysis of technically feasible options taking into account the total lifecycle costs for sludge treatment and disposal and potential revenue; and
• Business case for recommended option for consideration by the Board of Directors of NWC
