A water reuse operation was under discussion between NWC, Veolia, and Aquapower, with the objective of forming a company selling Treated Sewage Effluent (TSE).

As a prelude to the company formation, a study was commissioned to Seureca. The study aimed at establishing the baseline conditions, determining the magnitude of the re-use market for the city of Riyadh, and identifying business opportunities where supply and demand match in terms of price of TSE and willingness to pay for a determined quality of water. These opportunities would be developed further once the TSE Marketing Company has been formed.

Assignment

The scope of work conducted by the Consultant included:

• Preparation of data requirements
• Diagnosis of baseline conditions: TSE Volume, TSE quality, TSE reliability, current uses of TSE, TSE facilities conditions, current TSE management, and risk analysis
• Analysis of TSE demand: Identification of potential TSE customers, and assessment of TSE demand growth in the near, mid, and long term
• Analysis of TSE supply: review of current and future quantities, review of current quality, upgrade works needed for meeting quality criteria of different reuse applications, preparation of Capex & Opex for upgrade works
• Identifying business opportunities where the supply matches the demand in quality, quantity, willingness to pay, and selling price.
