The Council for Development and Reconstruction (CDR), Lebanon, has commissioned the Client to complete a feasibility study for the development and construction of a tourist port in the city of Tyre. The feasibility study considers three options for developing a modern port facility with a berthing capacity for 50 tourist boats.

The Client commissioned Kassia to conduct a preliminary environmental impact assessment (EIA) as part of the feasibility study. The proposed project is considered, according to the World Bank Guidelines, a category B project and thus required a limited environmental analysis.

The objectives of the EIA is to provide a sound basis for decision-making concerning project components, at the early stages of the project, taking environmental considerations into account and ensuring that the project is implemented with full awareness of environmental factors.

Assignment

The following tasks were undertaken:

• Description of project including design, components, construction activities and operation activities;
• Establishment of environmental baseline conditions;
• Review of legislative and regulatory requirements;
• Assessment of the short and long term impacts of the proposed project;
• Evaluation of the project alternatives for developing the touristic port. A comparative analysis of the project alternatives and recommendation of the preferred option;
• Preparation of mitigation measures for the negative impacts, along with the required monitoring activities;
